Which States Are Cracking Down on Montana Plates?

The enforcing states, one by one
California. The most aggressive. The CHP runs a public reporting program for out-of-state plates, and CDTFA pursues use tax with penalties. California also has the highest rates (7.25 to 10.75 percent), so its cases are the most expensive.
Georgia. The Department of Revenue treats a resident-controlled out-of-state LLC as a device to dodge the 7 percent title ad valorem tax and assesses accordingly.
Utah. Wrote the arrangement into statute: vehicles owned by out-of-state entities but primarily used in Utah by residents are taxable in Utah. The Tax Commission audits.
Illinois. Brought criminal tax evasion charges in exotic-car cases, not just civil assessments. Chicago-area rates above 9 percent make the math large.
Indiana, Missouri, Wyoming. Active assessment programs. Missouri counties cross-reference personal property tax declarations; Wyoming county treasurers audit for dodged county fees; Indiana matches DOR data.
Washington (honorable mention). Criminalized vehicle tax evasion via out-of-state registration years ago, with felony exposure above thresholds, and the State Patrol looks for it.
What this means if you already have Montana plates
If the vehicle genuinely does not live in one of these states, document that reality: storage contracts, mileage logs, insurance garaging address.
